Who is Required to Register FSSAI?

Types of FSSAI License in India

According to the FSSAI Act, 2006 all food businesses are required to be registered/licensed under the following 3 categories:

FSSAI Registration - Basic

It is the primary kind of registration issued for businesses that are small in turnover – up to ₹12 lakhs approximately per annum

FSSAI State License

Companies that have a turnover greater than ₹12 lakhs require a state license.

FSSAI Central Licence

The central registration is for bigger businesses that have a turnover of over ₹20 crores per annum.

Companies that supply food to government offices/departments and businesses involved in food import/export, an online platform, operating franchises, or chains of hotels/restaurants have to get a central licence as well.

FSSAI License (Food License) – FAQs

FSSAI stands for Food Safety and Standards Authority of India. It is a statutory body under the Ministry of Health and Family Welfare, responsible for regulating and supervising food safety in India.

An FSSAI License (also called Food License) is a mandatory license required for any business involved in the manufacturing, processing, packaging, storage, distribution, or sale of food products in India.

Every food business operator (FBO) including manufacturers, restaurants, street vendors, cloud kitchens, online sellers, transporters, storage units, retailers, importers, exporters, wholesalers, and home-based food sellers must obtain an FSSAI license or registration based on business scale.

 

FSSAI provides three types of licenses based on turnover and business nature:

  1. FSSAI Basic Registration – for businesses with turnover up to ₹12 lakh/year
  2. FSSAI State License – for turnover between ₹12 lakh to ₹20 crore/year
  3. FSSAI Central License – for turnover above ₹20 crore/year or involved in import/export or operating in multiple states

You can apply online via the FSSAI FoSCoS portal https://foscos.fssai.gov.in. Registration requires filling out the form, uploading documents, and paying the required fee. Approval is granted after inspection (if needed).

 

  • PAN & Aadhaar of the proprietor/partners/directors
  • Passport-size photo
  • Business address proof (utility bill, rent agreement, NOC)
  • Food safety management plan (for higher categories)
  • Certificate of incorporation or partnership deed
  • List of food products
  • Import/export code (if applicable)

FSSAI license is issued for 1 to 5 years, based on the fee paid. It must be renewed at least 30 days before expiry to avoid penalties.

 

  • Basic Registration: ₹100/year
  • State License: ₹2,000 to ₹5,000/year (depends on food type)
  • Central License: ₹7,500/year
    Professional service charges are extra.

Operating a food business without a valid FSSAI license can attract a penalty up to ₹5 lakh and imprisonment up to 6 months, as per the Food Safety and Standards Act, 2006.

You can check your FSSAI application status using the Application Reference Number (ARN) on the FoSCoS portal under the “Track Application Status” option.

Yes. Even small-scale home kitchens, cloud kitchens, or homemade food sellers must register under FSSAI if they sell food items commercially, regardless of their size.

 

  • Registration is for small businesses (turnover ≤ ₹12 lakh)

    Registration is simpler with fewer documents; licenses involve inspections and more compliance.

No. You must obtain a Central License if you operate in multiple states. Individual State Licenses are also required for each unit or branch.

Yes. FSSAI license must be renewed before expiry. Delay in renewal attracts a fine of ₹100 per day and may lead to deactivation of the license.

Yes. The FSSAI license can be transferred to a legal heir or buyer in case of the owner’s death or sale of business, by submitting relevant documents and application to the authority.

Yes. The licensing authority can cancel or suspend your FSSAI license if you violate food safety standards, submit false information, or fail inspections.
